  From April 2010, responsibility for securing enough suitable education and training provision for all young people, including those aged 16-19, young people up to age 25 where a learning difficulty assessment is in place, and young offenders in youth custody, will pass from the Learning and Skills Council (LSC) to local authorities.
The draft National Commissioning Framework (NCF) has been developed by the DCSF and the LSC in consultation with stakeholders to describe the overall process for planning, commissioning and funding education and training provision by local authorities following the transfer. Following the open consultation the NCF will be reviewed and revised, and will be published, subject to legislation, in April 2010 by the Young People’s Learning Agency (YPLA) as part of their statutory guidance. The consultation runs until 17:00 on 5 February 2010.
